Le 19 février 2008, l'Assemblée extraordinaire de la Métropole orthodoxe roumaine en Europe Occidentale et Méridionale s'est donné un nouveau statut canonique, tout en créant deux nouveaux évêchés: un pour l'Italie et l'autre pour l'Espagne et Portugal. Mgr Silouane a été désigné candidat unique de l'Assemblée de l'Italie pour cet évêché. Il sera confirmé par le Saint Synode de l'Eglise de Roumanie en mars prochain.
